Is this considered abuse?

Long story, but my mom punishes me in a way people don't see as a normal punishment for someone my age. For an example, when i was "talking back" (answering her ?) she foricbly cut 3 inches of my hair off. My hair was up to my ears. I was embrassed and hated her for it. Next, my stepdad and her held me down on a bed and took a necklace from me, when i refused to give it to them, it left red fingerprints on my wrists and bruises on my thighs. I even got put in Juvie for fighting back just ONE time, and the cops didn't beilive my side of the story. I have tried to deal with it, i've talked to many CPS workers and family counslers and nothing.....:( is this considered abuse? or not?
