Pleasee help!!!! VERY IMPORTANT?

Ok so I was sending a realative in prison a letter with the right address and everything, and this is the second time it's came back to me. And this has never happened before. The mail men or whoever crossed out her address and wrote next to it #cdc. Im clueless on why its been coming back, and what does #cdc mean-_-? Please help
